CONSTRUCTION OVERVIEW
Construction on Phase 1 of the Embrace Downtown project will begin in February 2026. Construction is being phased in three sections to minimize the impact on businesses and residents. Construction is anticipated to be complete for Phase 1 in November 2026, weather permitting. Construction will take place on Logan Street between Eighth and Ninth streets. Some construction will also occur on the perimeter of these limits.
Phase 1A: Eighth and Logan Intersection
COMPLETE
Phase 1A construction is now complete. Crews installed new stormwater infrastructure, intersection asphalt pavement and a new sidewalk connecting Logan Street to Clinton Street.
The intersection of Eighth Street and Logan Street now features improved crosswalks as well as new asphalt and pavement. Final finishes, such as clay brick pavers, new signals, lighting and other decorative elements, will be added in a future phase after the Hamilton County Judicial expansion is complete.
PHASE 1B: Logan street
Phase 1B construction began on April 15 and will last until fall, weather dependent. Construction is taking place on Logan Street from Eighth Street through the intersection at Ninth Street. During this phase, a 6' wide sidewalk will be maintained adjacent to building frontages for building access. The remaining portion of sidewalk and street up to the Hamilton County Courthouse seat wall will be closed as work progresses.
In addition to widening the sidewalks, crews will be removing curbs, installing landscaping buffers, and more to cultivate a traffic-calmed environment centered around pedestrian safety and accessibility.
Logan Street is closed from east of Eighth Street through the Ninth Street intersection. The intersection of Logan Street and Eighth Street is open to traffic.
Business access will be maintained throughout this phase, but there will be no parking on Logan Street. Detours have been identified for vehicles and pedestrians.

PHASE 1C: Sidewalk reConstruction
Phase 1C construction includes sidewalk reconstruction along Logan Street that will improve the accessibility and walkability of downtown Noblesville. This phase will construct the remaining portion of sidewalk directly adjacent to building frontages. Temporary access points will be constructed to maintain access for various entries as this phase is completed. Pedestrian access will be maintained to businesses throughout construction.
